Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1237 - EX01 Rev C and 1237 - PL01 Rev D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H13 and D1 of the South Oxfordshire Local Plan 2011.

The bathroom window in the north-facing elevation of the extension hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H13 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any works evidence of the successful receipt of a European Protected Species licence, or evidence of the successful registration of the site under the bat mitigation class licence, from Natural England specific to this development, shall be submitted to and approved in writing by the local planning authority. Reason: to protect the important species on site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011, and paragraph 170 of the NPPF.

The works hereby approved shall be implemented strictly in accordance with the measures stated in section 5.0 of the supporting ecological assessment report (Report number 0290 by Peach Ecology) and the image shown in Appendix D. Reason: This is to minimise the impact of development and achieve net gains for biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011, and paragraph 170 of the NPPF.
