Conditions / Refusal Reasons
That, having regard to the isolated rural location of the site and the lack of public transport options or safe walking routes to access services and facilities, the site is not a suitable location for residential development and will be dependent of private car journeys. As such the proposal does not constitute sustainable development contrary to Policy NP1 of the Benson Neighbourhood Plan, Policy CSR1 of the adopted South Oxfordshire Core Strategy, Saved Policy and T1 of the adopted South Oxfordshire Local Plan and advice contained in the NPPF. That, having regard to the lack of adequate visibility splay to the north west onto Old London Road, the proposal to redevelop the site for residential purposes would increase traffic movements to and from the site to the detriment of Highway Safety and to users of the public highway within the vicinity contrary to saved Policy T1 of the South Oxfordshire Local Plan.
