The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H13, G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved, a report containing the findings of the bat activity surveys recommended in section 5.2.1 of the supporting Updated Daylight Bat Survey (John Wenman Ecological
Consultancy LLP, March 2019, Ref: Ref: R2193/a) shall be submitted to and approved in writing by the local planning authority. This report shall determine whether a European protected species licence from Natural England is required to implement the development and propose a suitable mitigation and enhancement strategy for the site. Thereafter, the development shall be implemented strictly in accordance with the approved details.
Reason: To protect the important species on site and secure a net gain for biodiversity, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF.
Prior to the commencement of the development hereby approved, one of the following shall be submitted to and approved in writing by the local planning authority:
1. Evidence of the successful receipt of a European protected species licence; or
2. Evidence of the successful registration of the site under the bat low impact class licence; or
3. A letter from a suitably qualified ecologist explaining why a European protected species licence is not required.
Reason: To protect the important species on site, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF.
