Erection of a 3 bedroom apartment on the flat roof of the existing office building, using factory built modular construction techniques (revised plans received 12th November 2019, reducing the scale of the proposed building and amending the design; correction to eastern elevation, roof plan and balustrade detail on 6th December 2019)
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 030 Rev 4, 070 Rev 2, OP1, 040 rev 1, 020 rev 1, 050 rev 1, 100 (materials), 100a (materials), 010, 060 and SIP-001, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The materials to be used in the exterior finish of the development hereby approved shall be in accordance with the materials schedule set out within the materials schedule (drawings 100 and 100a). Any variation to these details must have the prior written agreement of the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to first occupation of the development hereby approved, an obscure-glazed balustrade shall be installed at a minimum of 2m from the building line at the western edge of the existing roof parapet. It shall be retained as such thereafter. No access shall be formed onto the remainder of the roof space.
Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.
The external works to the western elevation of the existing building, as described within the applicant's statement dated 12th November 2019 and accompanying materials plan (100a), shall be implemented concurrently with the works to construct the new apartment.
Reason: In order to ensure that the development as a whole has a positive relationship with the surrounding historic environment, in accordance with Policies DQS1 of the Joint Henley and Harpsden Neighbourhood Plan, Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON7 of the South Oxfordshire Local Plan 2011.
