Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, A05901 Rev P01, A05702 Rev P01, A05010 Rev P01, A05000 Rev P01, 11833-S-10, A05900 Rev P01, A05701 Rev P01, A05020 Rev P01, A05801 Rev P01, A05802 Rev P01, A05703 Rev P01, 181024-IPPCP-TPP-NB, 11833-S-11, 11833-S-12A and A05705 Rev P01, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified in section 7 of the panning application form hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027, Policies G2 and D1 of the South Oxfordshire Local Plan 2011, and Policy DQS1 of the Henley and Harpsden Neighbourhood Plan.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The landscaping scheme as shown within the Landscape Planting Scheme document produced by Assured Trees dated 28th June 2019 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Detailed sustainable drainage proposals shall be submitted to and approved in writing by the local planning authority prior to commencement of development. The scheme shall be based on sustainable drainage principles and an assessment of the hydrological and hydro-geological context of the development.
The proposals shall also include:
i) Detailed drainage layout;
ii) Sustainable drainage details;
iii) Detailed network calculations to include suitable consideration for the worst case
iv) 1:100 + climate change event;
v) Details of proposed discharge control feature;
vi) Management and Maintenance Plan for SUDS features;
vii) Flood Warning and Management Plan linked to EA Flood Warnings.
Thereafter, the development shall proceed in accordance with the approved details and shall be completed prior to the first use of the development hereby approved.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. The Travel Plan shall be updated within three months of the first operation of the car park and submitted to and approved in writing by the Local Planning Authority, when adequate survey data is available.
Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
