The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S2589/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 121343 002, IPD 16 365 120 A, 121343 003, IPD 16 365 090 A, IPD 16 365 055 D, IPD 16 365 110 A, 121343 001 and 16 365 080 A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The storage use hereby permitted shall not be occupied or brought into use until hard-surfaced areas for the parking and turning of vehicles have been provided in full in accordance with written details that shall first be submitted to and approved in writing by the local planning authority. The written details shall include details of compliance with sustainable drainage (SuDS) principles and details of the hard-surfacing materials (to include the use of Grasscrete or similar where appropriate). The turning areas and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety, to protect the adjacent public right of way from obstruction and to ensure the provision of off-street car parking in accordance with policy H4 of the Warborough and Shillingford Neighbourhood Development Plan 2011-2033 and policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to first use of the development hereby approved, the existing means of access onto the A329, Thame Road, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be completed. The improved access (and associated visibility splays) shall be retained thereafter. Reason: In the interest of highway safety in accordance with policy E1 of the Warborough and Shillingford Neighbourhood Development Plan 2011-2033 and policy T1 of the South Oxfordshire Local Plan 2011.

During the demolition and construction phases of the development the adjacent Public Right of Way shall be kept free of obstruction at all times. No materials, plant, construction/delivery vehicles, temporary structures or excavations of any kind should be parked/deposited/undertaken on or adjacent to the Public Right of Way that may obstruct or dissuade the public from using the bridleway whilst development takes place. Reason: To ensure the public right of way remains available and convenient for public use in accordance with the aims of policy H4 of the Warborough and Shillingford Neighbourhood Development Plan 2011-2033 and policy T1 of the South Oxfordshire Local Plan 2011.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The external lighting to serve the development hereby approved shall be installed strictly in accordance with the locations and details as shown on approved plan no. IPD-16-365-110-Rev.A. No additional external lighting shall be installed without planning permission first being sought and granted by the local planning authority. Reason: To protect the appearance of the area, the environment and wildlife from light pollution in accordance with policy E1 of the Warborough and Shillingford Neighbourhood Development Plan 2011-2033 and policy EP3 of the South Oxfordshire Local Plan 2011.

At no time shall the containers hereby permitted be vertically stacked. They shall be maintained at a single height at all times for the lifetime of the development. Reason: In the interests of the visual appearance of the development and to preserve the openness of the Green Belt in accordance with Policies CSEN2 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

In the event the storage use hereby permitted becomes disused for a period exceeding one year, all containers and equipment relating to this development shall be removed from the land and the site restored in accordance with the recommendations of a site restoration scheme that shall first be submitted to and approved in writing by the Local Planning Authority. The site restoration shall be completed no later than three calendar months from the above date. Reason: In the interests of the visual appearance of the development and to preserve the openness of the Green Belt in accordance with policy E1 of the Warborough and Shillingford Neighbourhood Development Plan 2011-2033, policies CSEN2 and CSQ3 of the South Oxfordshire Core Strategy 2027 and policies G2 and D1 of the South Oxfordshire Local Plan 2011.
