Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than 17 February 2020. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, GGL GAR TYRN GA 02, GGL GAR TYRN GA 06, GGL GAR TYRN GA 01, GGL GAR TYRN GA 03, GGL GAR TYRN GA 04 and GGL GAR TYRN GA 05, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved, except as controlled or modified by conditions of this permission, or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the recommendations contained in chapter 4.2 of the Phase 1 & 2 Bat Report (Lindsay Carrington Ecological Services, October 2016) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), development within the curtilage of the dwellinghouse, as described in Schedule 2, Part 1, Class A, B, and D of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON5 of the South Oxfordshire Local Plan 2011.

No works shall take place on site prior to the making of a detailed record/implementation of a scheme of recording of the building, including roof. This must be carried out by an heritage conservation/building recording consultant or organisation in accordance with a written scheme of investigation which shall first have been submitted to and agreed in writing by the Local Planning Authority. Reason: As the building is of archaeological/historic importance in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Following work to open up the roof, and prior to dismantling the roof structure, in the event that work is required to repair or replace components of the roof structure, including rafters, or any other treatment to the roof structure is to be carried out, a conservation statement and methodology for the works shall be submitted to and agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON5 of the South Oxfordshire Local Plan 2011.

Prior to work commencing on the roof, a detailed method statement for the raising of the roof trusses shall be submitted to and agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON5 of the South Oxfordshire Local Plan 2011.

Prior to removal or excavation of the floor, a detailed method statement for the lowering of floor levels shall be submitted to and agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON5 of the South Oxfordshire Local Plan 2011.

That any repair to stonework or replacement stonework, hereby approved, shall be carried out to match existing, in terms of material, coursing, mortar composition, colour and pointing style. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3 of the South Oxfordshire Local Plan 2011.

Prior to hanging of the roof tiles hereby approved, a tile sample shall be submitted to and agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3 of the South Oxfordshire Local Plan 2011.

That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows, rooflights and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance and historic significance of the development in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON3 of the South Oxfordshire Local Plan 2011.
