Watlington Town Hall is a Grade II* listed building. The proposed works would cause irreversible and visible harm to the historic fabric of the staircase and would fail to conserve the heritage significance of the building. The public benefits of the proposed works are insufficient to override this level of harm. As such the proposal is contrary to Policies ENV6 and ENV7 of the South Oxfordshire Local Plan 2035, Policy P1 of the Watlington Neighbourhood Plan 2018 and the National Planning Policy Framework.
