Conditions / Refusal Reasons
The site lies in a visually prominent location on the edge of the village and is within the Chilterns Area of Outstanding Natural Beauty. The application is not accompanied by sufficient information of the scale, density and layout of the proposed residential caravans to demonstrate that the change of use of the land would have an acceptable impact on the character and appearance of the site and the surrounding area and the landscape and scenic beauty of the Chilterns Area of Outstanding Natural Beauty.  As such the proposal is contrary to Policies D1 and HS5 of the Woodcote Neighbourhood Plan, Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy, and Policies G2, D1, H4 and H15 of the South Oxfordshire Local Plan 2011.

The proposal fails to secure affordable housing to meet the needs of the District contrary to Policies H3 and HS5 of the Woodcote Neighbourhood Plan, and Policy CSH3 of the South Oxfordshire Core Strategy, and fails to secure financial contributions towards waste and recycling provision, and street naming contrary to Policy C5 of the Woodcote Neighbourhood Plan, and Policy CSI1 of the South Oxfordshire Core Strategy.
