The development to which this permission relates must be begun not later than 18 September 2020.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be carried out in accordance with the details approved under P17/S4312/DIS on 5 January 2018 in relation to the an Archaeological Written Scheme of Investigation.
Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
Following the approval of the Written Scheme of Investigation referred to in condition 4, and prior to any excavation and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: In order to determine the extent, character and significance of the surviving remains of archaeological interest and to safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the NPPF (2012), Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
Prior to the use of the vehicular access to the site as shown on dwg no. 8160774/6507 Rev A1, visibility splays shall be provided in both directions measuring 2.4 metres by 43 metres. Such splays shall be designed to ensure there is no obstruction to vision above 0.9 metre in height relative to the centre line of the adjacent carriageway over the whole of each visibility splay area. Thereafter, the visibility splays shall be permanently maintained free from obstruction to vision.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with the access details approved under P18/S1845/DIS on 8 August 2018.
Reason: In the interest of highway safety in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with biodiversity mitigation and enhancement strategy approved under P18/S1845/DIS on 8 August 2018.
The approved measures shall be developed on site and retained in accordance with the approved details. All enhancements should be delivered prior to final occupation.
Reason: To avoid a net loss of biodiversity in accordance with Policy CSB1 of the Core Strategy and government policy as stated in paragraphs 109 of the NPPF.
The development shall be carried out in accordance with the details approved under P18/S1845/DIS on 8 August 2018 which related to improvements to the PROW serving the development and pedestrian connections from the PROW to the development .
The approved PROW improvements and pedestrian connections shall be executed prior to first occupation of the development in accordance with the approved details.
Reason: To ensure the improvement of the public rights of way network in accordance with Policy R8 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with the landscaping scheme approved under P18/S1845/DIS on 8 August 2018. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with the landscape maintenance schedule and long-term management plan for soft landscaping works the details of which have been approved under P18/S1845/DIS on 8 August 2018. The schedule and plan shall be implemented in accordance with the agreed programme.
Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with the surface water drainage works approved under P18/S1845/DIS on 8 August 2018. All surface water drainage works shall be executed prior to first occupation of the development in accordance with the approved details.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
The development shall be carried out in accordance with the foul drainage works approved under P18/S1845/DIS on 8 August 2018. All foul drainage works shall be executed prior to first occupation of the development in accordance with the approved details.
Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.
No footway lighting system, highway lighting system or floodlighting shall be installed in the development.
Reason: To safeguard the rural setting of the development adjacent to the sensitive landscape of the North Wessex Downs Area of Outstanding Natural Beauty in accordance with Policy CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the materials schedule TDS 419/GR materials dated 18 November 2018 hereby approved.
Reason: In the interests of the visual appearance and character of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The tree protection details as shown on the approved arboricultural method statement (dated 25 July 2018) and tree protection plan dwg 3761/02/18-0976 Rev 1 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the turning area, parking bays and car parking spaces shall be provided as shown on dwg TDS 419 / GR 9047 Rev A, so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to occupation of the development hereby permitted, details of cycle parking to be provided in accordance with the Councils adopted standards, secured and undercover shall be submitted to and agreed in writing be the Local Planning Authority. Thereafter, the agreed cycle parking shall be provided before occupation and maintained and retained at all times for the use of the development.
Reason: To encourage the use of cycles as a means of transport in the interests of sustainability and in accordance with Local and National Policies.
Prior to occupation of the dwelling hereby approved, written and photographic confirmation shall be submitted to and approved in writing by the Local Planning Authority of the implementation of ecological measures identified on the Biodiversity and Protected Species Enhancement Plan dwg 17-2705 V3, approved under P18/S1845/DIS.
Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 07:30-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
At all times during demolition and construction, no offloading or loading of materials, machinery or equipment from delivery vehicles shall take place within 25m of any dwelling located outside of the development site.
Reason: To ensure that the development hereby permitted is not detrimental to the amenity of nearby residents by reason of undue noise from vehicles entering or leaving the site in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
The wheel washing system as shown on the Wheel Washing Cleaning System details and Environmental Issues report and Compound Layout Plan drwgno KL.SL001, approved under P18/S2727/DIS, shall be put in place prior to any on site works including demolition and construction and thereafter retained in situ for the duration of development.
Reason: To prevent the tracking out of materials onto the highway in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall not be occupied until the boundary treatment to serve that dwelling indicated on the approved landscaping plan (P18/S1845/DIS) has been completed.
Reason: In the interests of the visual appearance of the development and to safeguard the privacy of occupants, in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1, D3 and D4 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement or alteration of a dwellinghouse consisting of an addition or alteration to its roof as described in Schedule 2, Part 1, Classes B or C of the Order shall not be undertaken without first obtaining planning permission from the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), any building or enclosure, swimming or other pool as described in Schedule 2, Part 1, Class E of the Order other than those shown on the approved plan(s), shall not be undertaken within plot 9 without first obtaining planning permission from the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
