Reason: To secure the proper planning of the area in accordance with Development Plan policies.

All materials to be used in the external construction and finishes of the development hereby permitted shall be in accordance with plan DBML.01 Rev C and as expanded on in the Materials Schedule and Revised Materials Palette approved under application ref P17/S3916/FUL on 6 July 2018. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the details approved in the Reptile Method Statement (RT-MME-124507-01) approved under application ref P17/S1120/DIS on 26 January 2018. Reason: To protect the important species on the site, in accordance with policies CSB1 of the South Oxfordshire Core Strategy 2027 and C8 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the landscaping scheme on plans D2506_L001 Rev M, D2506 L.302 Rev M, D2506 L.300 Rev K, D2506 L.303 Rev K, and as shown on plan D2506 L.301 Rev E approved under application ref P17/S3916/FUL on 6 July 2018. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The landscaping scheme approved in condition 4 shall be maintained in accordance with the details shown on plan D2506.L.700 Rev D and outlined in the Landscape Maintenance and Management Plan D2506-MA001-Rev G. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The existing hedge along Mill Lane, to the west of the new roundabout, shall be retained and properly maintained, in accordance with plan D2506 L.302 Rev M and as outlined in the Landscape Maintenance and Management Plan D2506-MA001-Rev G. Any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The children's play area shall be provided in accordance with the details shown on drawing D2506 L.209 Rev A and outlined in the accompanying play area proposals document approved under application ref P17/S3916/FUL on 6 July 2018. The play area shall be completed and ready for use before the 50th occupation on site. Reason: To meet the need for children's play space in accordance with Policy CSI1 of the South Oxfordshire Core Strategy 2027.

The development hereby permitted shall be carried out in accordance with the details approved in the Mitigation Measures for Air Quality Assessment (Rev A) approved under application ref P18/S2810/DIS on 25 October 2018. Reason: To ensure satisfactory standards of air quality for the residents of the development and surrounding residential properties in accordance with policies G2 and EP1 of the South Oxfordshire Local Plan 2011.

In connection with the implementation of this permission no construction works shall take place outside the hours of 07:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays or Bank Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the drainage strategy shown on drawing 14662/SK05 Rev E and 14662/SK13 Rev A, and as approved under application ref P17/S3916/FUL on 6 July 2018 (Drainage Summary, Land Drainage Consent Notice, Thames Water Report X4502-1295 and drawings 14662/107, 4662/108 and 14662/124 Rev B). No discharge of foul or surface water from the site shall be accepted into the public system until the drainage works referred to in the strategy have been completed. Reason - To ensure that sufficient capacity is made available to cope with the new development; and in order to avoid adverse environmental impact upon the community in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with the surface water drainage strategy included in application ref P17/S3916/FUL approved on 6 July 2018. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the details approved in the Residential Travel Plan (T&P-PB8396-R001-F1.0) approved under application ref P18/S2810/DIS on 25 October 2018. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

The off-site highway works shall be carried out in accordance with the details approved in the S278 drawings (13882:200 Rev A, 13882:201 Rev A, 13882:202 Rev A, 13882:203 Rev A, 13882:204 Rev A, 13882:205, 13882:206 and 13882:207 Rev A) approved under application ref P17/S1120/DIS on 26 January 2018. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, driveways and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with plans 14662/102 Rev L and 14662/103 Rev J . Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be carried out in accordance with the details approved in the in the Construction Environmental Management Plan (including the attached Noise, Vibration and Dust Policy) approved under application ref P17/S3916/FUL on 6 July 2018. Reason: In the interests of highway safety and to mitigate the impact of construction and construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policies T1, EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of each dwelling, the associated cycle parking facility/ies shall be provided for that dwelling, in accordance with the details shown on plans D2506 L.202 Rev L and D2506 L.203 Rev K, and as shown on plans D2506 L.200 Rev G and D2506 L.201 Rev G approved under application ref P17/S3916/FUL on 6 July 2018. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the use of the new vehicular access, visibility splays shall be provided in both directions measuring 2.4 metres by 43 metres. Such splays shall be designed to ensure there is no obstruction to vision above 0.9 metre in height relative to the centre line of the adjacent carriageway over the whole of each visibility splay area. Thereafter, the visibility splays shall be permanently maintained free from obstruction to vision. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of each dwelling, the refuse and recycling storage shall be provided for that dwelling, as shown on plan RP.01 Rev E and shall be retained as such thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of each dwelling, the associated boundary walls, fences and any other means of enclosure shall be provided for that dwelling, as shown on plans D2506 L.207 Rev M and D2506 L.208 Rev K, and as shown on plans D2506 L.205 Rev F and D2506 L.206 Rev F approved under application ref P17/S3916/FUL on 6 July 2018. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be designed and constructed to meet Secure by Design Part 2 Standards for physical security. Reason: To reduce the opportunity for crime in accordance with Policy D6 of the South Oxfordshire Local Plan 2011.
