Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The total number of dwellings authorised by this permission shall not exceed 89. Reason: To protect local amenities in accordance with Policies CS1, CSH1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies G2 and D1 of the South Oxfordshire Local Plan 2011 and Policy CH C1 of the Chinnor Neighbourhood Plan.

Prior to the first occupation of any dwelling hereby permitted the approved vision splays shall be provided to each side of the approved site access and shall thereafter be kept free of obstruction by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The measures and initiatives outlined in the Green Travel Plan (17/0677/5516/KRS) approved under application reference P18/S0381/DIS shall be implemented as approved. The monitoring and review of the Green Travel Plan shall be carried out in accordance with the approved details. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027 and Policy CH GP10 of the Chinnor Neighbourhood Plan.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details in the SUDS Management and Maintenance Plan - Amc/18:0025/5516 and Surface Water Drainage Statement - 18:0026/5516, approved under application reference P17/S2915/RM. Reason: To prevent pollution and flooding and encourage a high level of sustainability in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011 and Policies CH GP10 and CH GP11 of the Chinnor Neighbourhood Plan.

The development hereby permitted shall be carried out in accordance with the Construction Traffic Management Plan approved under application reference P18/S0381/DIS. The approved CTMP shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be carried out in accordance with the Written Scheme of Investigation for Archaeological Evaluation (April 2017) approved under application reference P18/S0381/DIS. This shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.

Construction shall be carried out in accordance with the Construction Job Training Scheme approved under application reference P18/S0381/DIS (email dated 21 March 2018). Reason: To secure employment benefits, in accordance with Policy CSEM1 of the South Oxfordshire Core Strayegy 2027.

The development hereby permitted shall be carried out in accordance with the Ecological Mitigation and Enhancement Scheme (March 2018) approved under application reference P18/S0875/DIS. The scheme shall be managed as approved. Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies CSB1 of the South Oxfordshire Core Strategy 2027, Policy C6 of the South Oxfordshire Local Plan 2011 and Policy CH GP4 of the Chinnor Neighbourhood Plan.

The off-site highway works approved under application reference P17/S2915/RM (5516-600 Rev C) shall be implemented in full before the first occupation of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with the details approved under application reference P18/S0381/DIS (5516:01 Rev B, 5516:02 Rev C, and additional information received 28 March 2018 and 26 November 2018). Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011 and Policy CH WTR2 of the Chinnor Neighbourhood Plan.

The estate roads and footpaths shall be set out and surfaced in accordance with drawings TD862_01J (sheet 1), TD862_02J (sheet 2), TD862_02J (sheet 3), TD862_02J (sheet 4), TD862_02J (sheet 5) . Before any of the dwellings hereby permitted are first occupied, the estate roads and footpaths serving that property shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with the previously approved details. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Bicycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details shown on drawing 2516-A-3200-C. Reason: To encourage the use of cycles as a means of transport and to encourage sustainable developments in accordance with Policy T2 of the South Oxfordshire Local Plan 2011 and Policy CH GP10 of the Chinnor Neighbourhood Plan.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The first floor side windows in the south-west elevations of the dwellings hereby permitted on plots 16 and 17 shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and they shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011 and Policy CH C1 of the Chinnor Neighbourhood Plan.
