The proposed development would result in a cramped form of development, at odds with the established character and appearance of the immediate surrounding area. The development would diminish the rural appearance of the site and would neither conserve or enhance the landscape setting of the village within this part of the Chilterns AONB. As such the development would conflict with the provisions of the National Planning Policy Framework (NPPF, 2018); Policy CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy (SOCS, 2012) and saved policies H4, D1, G2, C4 of the South Oxfordshire Local Plan (SOLP, 2011). The proposed development would make inadequate provision for on-site car parking in accordance with current parking standards. The proposed development would also fail to ensure safe and convenient access and egress from the site to the detriment of the safety of highway users. As such the proposed development would conflict with the provisions of the National Planning Policy Framework (NPPF, 2018) and saved Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan (SOLP, 2011).
