Conditions / Refusal Reasons
The proposed development for four dwellings would result in the generation of vehicular trips through a sensitive part of the highway network in Watlington which already experiences unacceptable levels of congestion. Furthermore the proposal would involve the intensification in the use of an access point which does not benefit from adequate visibility splays, having regard to the advice within the Manual for Streets and the characteristics of this stretch of the B4009. The District Council considers that the residual cumulative traffic impacts of this proposed development would be unacceptable and would meet the criteria of 'severe harm'. As such the proposal is contrary to Policy P2 of the Watlington Neighbourhood Plan, saved Policy T1 of the South Oxfordshire Local Plan 2011 and Paragraph 109 of the National Planning Policy Framework. The harmful impact upon highway safety would undermine the public benefits of the scheme and as such, the district Council further considers that the proposal would not outweigh the 'less than substantial' harm to the character and appearance of the Watlington Conservation Area. The scheme is therefore contrary to Policy CSEN3 of the South Oxfordshire Core Strategy, Policy CON7 of the south Oxfordshire Local Plan 2011 and advice within Paragraph 196 of the National Planning Policy Framework.
