Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 14086 P215, 14086 P325 A, 14086 S01 D and 14086 P302 D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the following materials: Redland Tiles - Mockbond Richmond in Flame Red and Rustic Brown Weinerberger Bricks - Sandown Red and Sandown Multi Ibstock Bricks - Oakmoor Orange or in materials which shall subsequently be approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The development will be implemented in accordance with the LAND OFF CELSEA PLACE, CHOLSEY, OXFORDSHIRE: WRITTEN SCHEME OF INVESTIGATION FOR A PROGRAMME OF ARCHAEOLOGICAL STRIP, MAP AND SAMPLE AND WATCHING BRIEF dated 29/09/2016 as agreed under application P16/S3058/DIS or as otherwise agreed in writing by the Local Planning Authority. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

The development will be constructed in accordance with Construction Method Statement Issue 2, dated 6 June 2017 as agreed under application P17/S3533/DIS or as otherwise agreed in writing by the Local Planning Authority. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

No development shall take place until a drainage strategy detailing any on- and off-site drainage works has been submitted to and approved by the local planning authority. The strategy shall include the provision of sustainable drainage schemes where feasible. No discharge of foul or surface water from the site shall be accepted into the public system until the drainage works referred to in the strategy have been completed. No occupation of any of the dwelling hereby permitted shall take place until the drainage works to serve that dwelling have been carried out in accordance with the approved details. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and boundary treatments, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented prior to the occupation of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development will be implemented in accordance with the Reptile Mitigation Strategy dated August 2016 as agreed under application P16/S2962/DIS or as otherwise agreed in writing by the Local Planning Authority. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

The development will be implemented in accordance with Landscape Management Plan approved under application P17/S0922/DIS or as otherwise agreed in writing by the Local Planning Authority. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

The development will be implemented in accordance with the Biodiversity Enhancement Strategy agreed under application P17/S0922/DIS or as otherwise agreed in writing by the Local Planning Authority. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

The dwelling hereby approved shall not be occupied until the means of vehicular access to it and the parking spaces to serve it have been constructed in accordance with Site Conveyance Plan CH471/6892/1089 Rev D, External Works Design CH471/6892/1081 Rev F and External Works Construction Details CH471/6892/1091 Rev D as agreed under application P18/S0601/DIS or as otherwise agreed in writing by the Local Planning Authority. Once so provided, thereafter the access and parking shall be retained and made available for their intended purpose. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

No occupation of the dwelling hereby permitted shall take place until visibility splays of 2.4 metres x 43 metres have been provided to both sides of the access to the site, as shown on drawing Ref 14086 P01/E. Thereafter the visibility splays shall be permanently retained free from obstruction to vision. Reason: To ensure conditions from P15/S0262/O apply to this planning permission.

The Residential Travel Plan Issue 2, dated 6 June 2017 as agreed by application P17/S3533/DIS shall be implemented in accordance with the details set out in the document or as otherwise agreed in writing by the Local Planning Authority.
