Description
Erection of two separate kitchen facilities, one being located adjacent to Flint House and the other, a 'finishing kitchen' being located near Flint Fold. These temporary facilities are made up of prefabricated modules for use whilst the main kitchen at the Police Rehabilitation Centre is being refurbished. The erection of a temporary waste store is required for the duration of the works being located near Flint Fold. It is envisaged that the temporary facilities would only be in place between 6 and 9 months.
Conditions / Refusal Reasons
This permission shall expire after a period of 11 months from the date of the siting of the temporary kitchen building(s) and plant hereby permitted. Upon expiration of this time all buildings and associated materials shall have been removed from the site and the land and permanent buildings restored to their original state.
Reason: In view of the temporary nature of the development and in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON3, CON5, D1, G2 and E9 of the South Oxfordshire Local Plan 2011.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 6-0844-01-S, 6-0844-02, 6-0844-05-P, 6-0844-05-P, 6-0844-07-P, 6-0844-08-P, 6-0844-13-P, 6-0844-BP-02-A, 6-0844-BP-03-A and 6-0844-lP-01-b, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
No development shall take place until details about the noise and odour control techniques from the Flint Fold temporary kitchen extraction have been submitted to and approved, in writing, by the Local Planning Authority. This information shall include details of the height, position, design, equipment and materials of any chimney or extraction vent have been submitted to and approved in writing by the Local Planning Authority.
These details shall include the Acoustic Characteristics of the extraction system (fan noise characteristics, Sound Power Levels and Octave Band Frequency Analysis). Information relating to the proposed odour abatement techniques (Filtration types, maintenance schedules) shall also be supplied. Thereafter, the development shall not be carried out other than in accordance with the approved details.
Reason: To protect the occupants of nearby residential properties/Businesses from noise and odour disturbance during the development of the site in accordance with South Oxfordshire Local Plan 2011 Policies EP1 and EP2 - Prevention of Polluting Emissions.
That the development hereby approved shall not commence until a detailed annotated section plan showing the opened up temporary doorway has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: To secure the proper planning of the historic environment and in the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON3, CON5, D1, G2 and E9 of the South Oxfordshire Local Plan 2011.
The existing historic door shown to be removed across the ground floor northern elevation of Flint House to facilitate the temporary development hereby approved shall be retained on site during the course of the permission and shall be restored following removal of the temporary kitchens / expiration of this permission.
Reason: To secure the proper planning of the historic environment and in the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON3, CON5, D1, G2 and E9 of the South Oxfordshire Local Plan 2011.
