The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

P21/S3020/DISPrior to the commencement of the development a phased contamination risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice. Each phase shall be submitted to and approved in writing by the Local Planning Authority.
Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on site, and to inform the conceptual site model. If potential contamination is identified in Phase 1 then a Phase 2 investigation shall be undertaken.
Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified a remediation strategy shall be prepared.
Phase 3 requires that a remediation strategy be submitted to and approved by the local planning authority to ensure the site will be rendered suitable for its proposed use.
The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the local planning authority.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

P21/S3020/DISConstruction of the dwellings hereby approved shall not commence until a Construction Traffic and Environmental Management Plan (CTEMP) has been submitted to and approved in writing by the local planning authority. The Construction Traffic and Environmental Management Plan shall set out the following:
- the construction schedule;
- dust, noise and air quality mitigation during construction (including dust on the road across The Green);
- construction vehicle traffic management and routing;
- on-site parking area for construction traffic;
- on-site wheel washing facilities and methods to prevent mud transfer to the public highway and the road across The Green;
- site management responsibility (site supervisor);
- details of any hoarding and storage of materials; and
- process for site deliveries.
Thereafter the construction phase of the development shall only be carried out in accordance with the approved details.
Reason: In the interests of highway safety and to protect the occupants of nearby residential properties from noise and disturbance in accordance with Policies T1 and EP2 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the final dwelling a scheme to restore the road and verges to its condition prior to the commencement of the development shall be completed in accordance with a written scheme of restoration that shall first be submitted to and approved in writing by the local planning authority.
Reason: In the interests of highway safety and to protect the amenities of neighbouring occupiers in accordance with Policies T1 and EP2 of the South Oxfordshire Local Plan 2011.
Prior to demolition of any building or structure on the site, or excavation (other than for the purposes of ground investigation or contamination testing), a detailed demolition method statement shall be submitted to and approved in writing by the local authority. As a minimum the demolition method statement shall set out the following:
- the demolition schedule;
- noise and air quality mitigation to be employed during the demolition phase;
- demolition vehicle traffic management and routing; and
- process for the removal of demolition material.
Thereafter the demolition phase of the development shall only be carried out in accordance with the approved details.
Reason: In the interests of highway safety and to protect the occupants of nearby residential properties from noise and disturbance in accordance with Policies T1 and EP2 of the South Oxfordshire Local Plan 2011.
Construction of the dwellings hereby approved shall not continue above slab level until full details of the external materials and finishes to be used in the construction of the development have been submitted to and approved in writing by the Local Planning Authority. The written details shall include (as a minimum) a photographic example of each material, the material name and manufacturer/supplier name. Thereafter the development shall be completed in accordance with the approved details.
Reason: To ensure the development is compatible with its surroundings, to protect the character and appearance of the conservation area in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON7, G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be constructed in full in accordance with site layout drawing no.18105.11C and in accordance with a written materials specification that shall first be submitted to and approved in writing by the local planning authority. The written details shall include (as a minimum) a photographic example of each material, the material name, manufacturer/supplier name and details of the permeability/porousness of the material. Thereafter the development shall be completed in accordance with the approved details and the parking and turning areas shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with policy CSEN3 of the South Oxfordshire Core Strategy 2027 Policies CON7, D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
The dwellings hereby approved shall not be occupied or brought into use until each dwelling has been connected to drainage systems for both foul and surface water disposal, the details of which shall first be submitted to and approved in writing by the local planning authority. The details submitted shall demonstrate how the proposed drainage systems will be compliant with sustainable drainage (SuDS) principles.
Reason: To prevent pollution and to ensure adequate drainage infrastructure is provided in accordance with Policies EP1 and EP6 of the South Oxfordshire Local Plan 2011.
The dwellings hereby approved shall not be occupied or brought into use until a scheme for the planting of trees and shrubs within the site has been carried out in full in accordance with written details that shall first be submitted to and approved in writing by the Local Planning Authority. The written details shall include:
- Details of the species, locations and numbers of all trees, shrubs and hedges to be planted;
- written planting and maintenance specifications;
- Plan showing all trees/hedges to be retained;
- Plan showing all trees/hedges to be removed.
In the event of any of the trees, shrubs or hedges planted as part of the approved scheme dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree, shrub or hedge of equivalent number and species, or of a species and number as first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1, CSEN2, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON7, G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A, B and E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority.
Reason: To protect the openness and visual amenities of the Green Belt and to ensure the setting of the nearby conservation area is preserved in accordance with policies CSQ3, CSEN2 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON7, G2, D1, D3 and D4 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plan(s) shall be inserted into the first floor of the west facing side elevations of Plots 1 and 6 of the development hereby permitted.
Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
