The proposed development given its location, scale and nature fails to accord with the strategy for new housing development in larger villages in conflict with policies CS1, CSS1 and CSR1 of the adopted South Oxfordshire Core Strategy and policy H2 of the Cholsey Neighbourhood Plan.
The proposal would result in harm to local landscape character and the rural setting of Cholsey in conflict with policy CSEN1 of the South Oxfordshire Core Strategy, policies G2, G4 and C4 of the South Oxfordshire Local Plan 2011, policy E1 of the Cholsey Neighbourhood Plan and the NPPF.
Whilst all matters relating to design and layout are reserved for future consideration, the proposal, by virtue of its form and access arrangements would result in a development that would not be sufficiently integrated and connected to the wider built context and would fail to make a positive contribution to the quality of the character and functionality of the wider settlement and would fail to establish a strong sense of place. The proposed development would therefore be contrary to section 7 (Requiring good design) of the NPPF, policy CSQ3 of the South Oxfordshire Core Strategy, policy D1 of the South Oxfordshire Local Plan 2011 and policy H5 of the Cholsey Neighbourhood Plan.
The proposed development would have an adverse impact on the setting of nearby listed buildings and has the potential to affect a site of archaeological interest with a possible prehistoric earthwork enclosure located within the site. The submitted desk based assessment omits a number of important sources of data and as such fails to provide an acceptable assessment of the archaeological potential of the site. The proposed development therefore conflicts with Policy CSEN3 of the adopted South Oxfordshire Core Strategy, policies CON5, CON11 and CON12 of the adopted South Oxfordshire Local Plan 2011, policy E4 of the Cholsey Neighbourhood Plan and the NPPF.
Insufficient information has been submitted to demonstrate that the proposed development can be achieved without damaging trees protected by a Tree Preservation Order and would fail to allow for future growth potential of several of the trees. As such the proposed development would be contrary to policy CSEN1 of the adopted South Oxfordshire Core Strategy and saved policies Policies C9 and D1 of the South Oxfordshire Local Plan to 2011.
The proposed development would cause the loss of habitats on site. Inadequate information has been submitted to demonstrate that the proposed development would lead to a no net loss of biodiversity and no receptor site has been identified for reptiles. The proposed development would therefore conflict with policy CSB1 of the Core Strategy and policies C6 and C8 of the South Oxfordshire Local Plan 2011 and the NPPF.
The proposed development would fail to provide a suitable mix of market housing and would fail to make efficient use of the land in conflict with Policies CSH2 and CSH4 of the adopted South Oxfordshire Core Strategy, policy H1b of the Cholsey Neighborhood Plan and the NPPF.
Inadequate information has been submitted to demonstrate that the proposed development would not increase the risk of flooding either on site or cumulatively elsewhere. As such, the development would be contrary to the National Planning Policy Framework, policy CSQ2 of the South Oxfordshire Core Strategy and policy I3 of the Cholsey Neighbourhood Plan.
In the absence of a completed S106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the district. As such, the development would be contrary to the National Planning Policy Framework and policy CSH3 of the South Oxfordshire Core Strategy and policy H4 of the Cholsey Neighbourhood Plan.
In the absence of a completed S106 legal agreement, the proposal fails to secure infrastructure necessary to meet the needs of the development. As such, the development would be contrary to the National Planning Policy Framework, policy CSI1 of the South Oxfordshire Core Strategy, policies T1, R2 and R6 of the South Oxfordshire Local Plan 2011 and policy I1 of the Cholsey Neighbourhood Plan.
