Conditions / Refusal Reasons
The site is located within the 5% annual probability (AP) (1 in 20 year) flood extent, defined as Flood Zone 3b, in accordance with South Oxfordshire District Council's Strategic Flood Risk Assessment. In this location, the National Planning Policy Framework (NPPF) only permits new essential infrastructure under exceptional circumstances. As the proposed land use would result in an increased vulnerability to fluvial flooding, the principle of a new dwelling is contrary to Paragraph 155 and 158 of the NPPF and it would not comprise a sustainable form of development supported by the Local Development Plan.

In the absence of any information demonstrating that off-street parking provision can be provided for future residents of the proposed dwelling, officers consider that the proposed land use would result in an unacceptable risk of indiscriminate or obstructive parking, contrary to Policies T2 and D2 of the South Oxfordshire Local Plan 2011.
