The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P20/S4239/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 18-10-12, 18-10-13, 18-10-14, 18-10-07A, 18-10-09 B, 18-10-03, 18-10-08, 18-10-01, 18-10-04, 18-10-10, 18-10-02, 18-10-05 and 18-10-06, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P20/S4239/DIS

Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. detailed schedule or submitted samples of the roof tiles, timber cladding and brick and stone walling across the site. b. Details of proposed limecrete floor by section plan. Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy (CON2/CON3) of the South Oxfordshire Local Plan 2011. That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON2 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the dwellings the existing western means of access onto the Unnamed Road, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before the existing western most access is used, the existing eastern most access onto the unnamed Road, shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The vision splays shown on drawing no. 18-10-05, shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 18-10-05, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, including any site clearance or demolition, evidence of the successful receipt of a European protected species licence, from Natural England, specific to this development, shall be submitted to and approved in writing by the local planning authority. Reason: To protect the important species on site, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF

The development hereby approved shall be implemented strictly in accordance with section 5 of the supporting Phase 1 & 2 Bat and Nesting Bird Survey Report (Ridgeway Ecology Ltd, 17/11/2018) in all regards. Any variation from the approved details shall be agreed in writing by the local planning authority prior to any such changes being implemented. This condition shall be discharged through the receipt of a letter from the project ecologist providing evidence that the approved details have been implemented in accordance with this condition. Reason: To protect the important species on site and to minimise the impact of development on biodiversity, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF.
