The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, L 22, A 02 A, S 12 A, L 12 B, S 02 A, S 08 A, L 02 D, L 17 A, S 01, L 03 C, L 18 A, S 04 A, S 06 A, S 07 A, A 01 A, L 21 A, S 01 A, A 03 A, A 04 A, A 05 A, A 07 A and L 01 C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON5, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved plan FP/L.22 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, CON5, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Friar Park. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policies G2, D2, H13, T1 and T2 of the South Oxfordshire Local Plan 2011.

Any external lighting associated with this development shall be detailed in a lighting scheme to be submitted to and approved by the Local Planning Authority prior to the occupation and use of the development hereby approved. The scheme will need to demonstrate that the proposed lighting is designed in accordance with the guidance to be found in the Institution of Lighting Professionals' 'Guidance Notes for the Reduction of Obtrusive Light GN01:2011'. Controls over the times when the lighting is to be used shall also be specified. Thereafter the lighting shall be installed and maintained in accordance with the approved scheme. Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, CON5, CON7, EP3, D1 and H13 of the South Oxfordshire Local Plan 2011.
