Given the design, scale and position of the proposed dormer windows the development would form a prominent feature when viewed from the public vantage points. Front dormers are uncharacteristic of the existing property and properties of a similar type and design in the immediate surrounding area. The proposed dormers would have a negative impact upon the character and appearance of the existing property and surrounding area. As such, the proposed development would be contrary to Policies CS1, CSQ3 and CSTHA1 of the South Oxfordshire Core Strategy, Policies D1, G2 and H13 of the South Oxfordshire Local Plan, Policies ESDQ16 and ESDQ17 of the Thame Neighbourhood Plan and technical guidance set out in the South Oxfordshire Design Guide 2016 and to Government guidance in the National Planning Policy Framework.
