Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0.30 A, 1.41 C, 1.42 D, 1.60 B, 0.42 A, 0.50 A, 0.51 A, 1.40 C, 0.20 C, 1.51 G, 1.50 F, 010 A, 1.30 H and 0.41A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the parts of the building specified in the application to be demolished shall be demolished within 3 months of the first occupation of the extension hereby permitted.
Reason: To ensure satisfactory comprehensive development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON7 and D1 and H13 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON7 and D1 and H13 of the South Oxfordshire Local Plan 2011.
That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON7 and D1 and H13 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development hereby approved, including any site clearance or demolition, a report containing the findings of at least 3 bat activity surveys, as recommended in section 4.4 of the supporting Preliminary Bat Roost Assessment (GS Ecology Ltd, 20/12/2018, Ref: ECO2312) shall be submitted to and approved in writing by the local planning authority. Thereafter, the development shall be implemented strictly in accordance with the approved details. For the avoidance of doubt, the report should contain an assessment as to the current use of the building by roosting bats, any protected species licencing requirements and a proportionate updated mitigation and enhancement strategy.
Reason: To protect the important species on site and minimise the impact of development on biodiversity, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP, and paragraph 170 of the NPPF.
