That, this extension by virtue of the removal of historic fabric would detract from the important character of this building which forms part of the historic character of the town. As such this development would be harmful to the special historical architectural qualities of this listed building. This is contrary to saved policies CON2 and CON3 of the South Oxfordshire Local Plan, Policy CSEN3 of the South Oxfordshire Core Strategy, the National Planning Policy Framework and the South Oxfordshire Design Guide.
