That, this building is of important character and forms part of the important history of the town. The extension would detract from the historic character and would result in an un-neighbourly form of development that would be oppressive and overbearing and lead to a loss of light which would be harmful to the amenity of the neighbouring property (11 Gravel Hill). As such this development is contrary to saved policies H13, D1, G2, CON2, CON3 and CON7 of the South Oxfordshire Local Plan, policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy, policies EO5 and DSQ1 of the Henley and Harpsden Neighbourhood Plan, advice contained within the National Planning Policy Framework and the South Oxfordshire Design Guide.
