The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S2052/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 052-100-PL-1, 052-101-PL-1, 051-100-PL-1, 051-101-PL-1, 010-100-PL-1, 010-101-PL-1, 051-102-PL-1, 020-100-PL-1, 020-101-PL-1, 032-100-PL-1, 032-101-PL-1, 041-100-PL-1, 041-101-PL-1, 031-100-PL-1, 031-101-PL-1, 060-100-PL-1, 060-101-PL-1, 060-102-PL-1, 060-103-PL-1, 060-104-PL-1, 060-105-PL-1, 060-106-PL-1, 060-107-PL-1, 060-108-PL-1 and 060-109-PL-1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Mitigation measures as outlined in AKS Ward Flood Risk Assessment reference X182395 dated November 2018 shall be fully implemented prior to occupation. These measures are as follows; 1) The floor level of the proposed extension shall be no lower than the floor level of the existing dwelling. 2) Flood resilience measures as outlined in Section 6.2 of the assessment. 3) Flood compensation as outlined in Section 5.2.4 of the assessment. Reason: To prevent an increased risk of flooding in accordance with the National Planning Policy Framework.

Ecologically sensitive works shall not commence until evidence of the successful receipt of a European protected species licence, from Natural England, specific to this development, has been submitted to an approved in writing by the local planning authority. Thereafter, the development shall be implemented in accordance with the measures used to secure that licence. For the purposes of this condition, ecologically sensitive works are as follows: 1. Works to the Cart Shed; 2. Works to the roof and loft of the Mill; 3. Works to the roof and loft of the Mill Cottage. Building descriptions have been taken from Appendix A of the submitted Design and Access Statement. Reason: To protect the important species on site, in accordance with saved policies C6 and C8 of the South Oxfordshire Local Plan, policy CSB1 of the South Oxfordshire Core Strategy and Paragraph 170 of the National Planning Policy Framework.
