Development shall not commence until details of the access, appearance, landscaping, layout and scale of the development (herein referred to as the 'reserved matters') have been submitted to and approved in writing by the local planning authority.
In the case of any reserved matter, application for approval must be made not later than the expiration of three years beginning with the date of the grant of outline planning permission.
Thereafter the development shall commence not later than whichever is the later of the following dates:
(a) the expiration of three years from the date of this permission; or
(b) the expiration of two years from the final approval of the reserved matters, or in the case of approval on different dates, the final approval of the last such matter to be approved.

Reason: To ensure a safe access is secured for future occupiers of the development and users of the public highway in the vicinity of the site in the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby areas for the parking and turning of vehicles shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway in accordance with full details that have first been submitted to and approved in writing by the local planning authority as part of the reserved matters submission required by condition 1 of this planning permission. The submitted details shall demonstrate compliance with sustainable drainage (SuDS) principles. Thereafter, the turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
The dwellings hereby approved shall not be occupied or brought into use until they have been connected to systems for the disposal of foul and surface water that shall have been installed in accordance with full details that shall first be submitted to and approved in writing by the local planning authority. As a minimum, the submitted details shall include:
- details of system compliance with SuDS hierarchy;
- details of silt trap chambers to serve the proposed surface water drainage system(s);
- details of the system(s) ability to accommodate all surface water up to and including the 1 in 100 year storm event plus a 40% allowance for climate change and a 10% allowance for urban creep.
- detailed layout drawings, coupled with calculations and construction details;
- An exceedance plan;
- If any shared/communal SuDS are proposed, then a maintenance management plan and regime will be required;
- details of permeable access and hard-surfaced areas throughout the development, if not included within the above design criteria.
Thereafter the development shall be retained in accordance with the approved details.
Reason: To ensure the new dwellings are served by sufficient drainage systems and to prevent pollution and increased flood risk in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall be completed strictly in accordance with the recommendations within Section 5 of the approved Phase 1 Habitat Survey Report (Eco Consult - dated 2nd October 2018).
Reason: To ensure that there is no net loss of biodiversity, in accordance with provisions of the NPPF and Policies CSB1 of the South Oxfordshire Core Strategy 2027 and C6 of the South Oxfordshire Local Plan 2011.
Any garage accommodation approved as part of the reserved matters shall be retained as such and shall not be adapted for living purposes without planning permission from the local planning authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with policy T2 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A, B, C, D and E of the Order shall not be undertaken without planning permission first being sought and granted.
Reason: To protect the openness, character and appearance of the site, neighbouring residential amenities and to ensure sufficient outdoor amenity space is retained for future occupiers of the development in accordance with policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and policies C9, D1, D3, D4, G2, G5 and H4 of the South Oxfordshire Local Plan 2011.
