Given the design, scale and position of the close board fences to the current rear / historic front of the property, the proposals would form a prominent feature on the existing street scene. Boundary treatment of this type and size is uncharacteristic of the surrounding area. The proposed development would detract from the character and appearance of the existing property, site and surrounding area. As such, the proposal would be contrary to Policies D1 and G2 of the South Oxfordshire Local Plan, Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy, advice contained within the South Oxfordshire Design Guide 2016 and Government guidance in the National Planning Policy Framework.
