The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P22/S1374/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, ArbtechAIA01, 016 Rev A, 014 Rev A, 011 Rev A, 017 Rev A, 012 Rev A, 010 Rev A, 013 Rev A, 015 Rev A, ArbtechTCP01, ArbtechTPP01 and 20, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. As a minimum requirement, the details shall include a photographic sample of each material/finish along with the material/finish name and manufacturers details. Thereafter, the development shall be completed in accordance with the approved details. Reason: To ensure the setting of the grade II listed cottage and visual amenities of the Green Belt are preserved in accordance with Policies CSEN2, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON5, D1, H13 and G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 016, Rev A, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved drawing ref: Arbtech TPP 01 shall be put in place prior to any on site works (including demolition) and thereafter retained in situ for the duration of the construction of the development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The building hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as The Orchard in accordance with the uses as stated on the approved floor plans of drawing number 014 Rev.A - Planning, Proposed Plans and Elevations. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.
