That having regard to the loss of this important open space within the village, the proposed development would result in an adverse impact upon the character and appearance of the site and its surroundings. The development would therefore conflict with the guidance set out within the National Planning Policy Framework, Policy CSQ3 and CSS1 of the adopted South Oxfordshire Core Strategy and saved policies D1 and G2 of the adopted South Oxfordshire Local Plan.

The proposal fails to demonstrate that the proposed vehicular access and parking area can achieve sufficient visibility splays and parking area to accommodate the safe parking, access and egress of vehicles. In the absence of information to demonstrate otherwise the proposal would cause harm to users of the local highway and inadequate parking provision, contrary to saved policies T1 and T2 of the adopted South Oxfordshire Local Plan and guidance set out within the National Planning Policy Framework.
