The use of the balcony at first floor level directly overlooks the rear garden and rear windows of no. 16 Wilson Avenue and to a lesser degree the rear gardens of no. 12 and 18 Wilson Avenue, resulting in a serve harm upon the living conditions currently enjoyed by occupiers of these properties. Furthermore, the parapet wall and increase in height of the roof of the single storey extension results in an overbearing development to those adjoining occupiers. The application therefore conflicts with Policy H13 of the South Oxfordshire Local Plan 2011.

Due to the parapet wall and increase in height of the roof of the single storey extension required to create the balcony, the development has a detrimental impact on the character of the existing dwelling and the surrounding area. The application therefore conflicts with policy CSQ3 of the South Oxfordshire Core Strategy, and Policies D1, G2 and H13 of the South Oxfordshire Local Plan 2011, Policy DQS1 of the Joint Henley and Harpsden Neighbourhood Plan and advice contained within Paragraph 130 of the NPPF.
