Refusal of Planning Permission on 17th December 2018
Conditions / Refusal Reasons
The site lies within the Oxford green belt where there is a presumption against inappropriate development. The NPPF advises that replacement buildings are appropriate where they are in the same use as the existing building and do not result in buildings which are materially larger than the one it replaces. In this case, although the use would remain the same, the additional volume created by the new dwelling and detached garage building would result in development which would be materially larger than that existing. This would be harmful to both the openness and visual amenity of the Oxford green belt. There are no very special circumstances to outweigh this harm. As such this proposal is contrary to policy CSEN2 of the South Oxfordshire Core Strategy, saved policy GB4 of the South Oxfordshire Local Plan and to advice set down in the NPPF.

The proposed development by reason of its size, design and siting would have a greater impact on the character and appearance of the surrounding area and would be out of keeping with the locality contrary to saved policy H12 of the South Oxfordshire Local Plan.
