Description
Proposed erection of a two storey rear and a single storey side extension to existing dwelling. Proposed demolition of existing garage and other outbuildings and the erection of a double garage, store and workshop building. Widening of existing vehicular access. (As amended by drawing no.s 2512-PL203B and 2512-PL204 to correct scaling issue and enlarge internal dimensions of garage to meet current standards and highlight new entrance; received on 26 September 2018).
Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2512-PL203B, 2512-PL204, 2512-PL202 Rev A, 2512-PL201 Rev A and 2512-PL200 Rev A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s).
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H13, G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority.
Reason: Reason: To ensure the Local Planning Authority retains control over any future development to protect the openness of the Green Belt in accordance with Policy CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies G2 and GB4 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without obtaining planning permission for the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development to protect the openness of the Green Belt in accordance with Policy CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies G2 and GB4 of the South Oxfordshire Local Plan 2011.
That prior to the first occupation of the development hereby approved, all outbuildings and other structures not shown to be retained on approved site plan drawing 2512 - PL202, Rev A shall be demolished and the materials used in their construction, including foundation materials, removed from the land'
Reason: To ensure that additional new build development that would be harmful to the openness of the Green Belt is not undertaken between the date that planning permission is granted and the date that the approved scheme is implemented in accordance with Policy CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies G2 and GB4 of the South Oxfordshire Local Plan 2011..
The existing means of access onto Chiselhampton Hill, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. 2512 - PL202, Rev A, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
