The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 002 Rev P1, 17625-MBS, 2017038-A-02-102 Rev B, 2017038-A-02-103 Rev A, EF001 (existing floor plan), EF002 (existing floor plan), 2017038-A-02-101 Rev D, 2017038-A-02-001 Rev A and 2017038-A-02-002 Rev F, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P19/S2622/DIS, P19/S2714/DIS, P19/S3027/DIS

Aside from above ground demolition, no development shall take place until a schedule of all materials to be used in the external construction and finishes of the development hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policies G2, D1 and CON7 of the South Oxfordshire Local Plan 2011 and Policy VC1 of the Warborough and Shillingford Neighbourhood Plan. Prior to the occupation of the development hereby approved, the windows in the north elevation of the development shall be glazed in obscure glazing to a minimum of level 3 obscurity, in accordance with the details shown on approved plan 2017038-A-02-103 Rev A. They shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011 and Policy H3 of the Warborough and Shillingford Neighbourhood Plan.

Prior to the occupation of the development hereby approved, cycle parking facilities shall be provided in accordance with details which have first been submitted to and approved in writing by the Local Planning Authority. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby approved, the access onto St Lawrence Close shall be laid out and constructed strictly in accordance with the details shown on approved plan 2017038-02-002 Rev F. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011 and Policy H3 of the Warborough and Shillingford Neighbourhood Plan.

Prior to the occupation of development, the car parking spaces shown on approved plan 2017038-02-002 Rev F shall be laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles. Thereafter, the car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interest of highway safety in accordance with Policy T2 of the South Oxfordshire Local Plan 2011 and Policies H3 and H5 of the Warborough and Shillingford Neighbourhood Plan.

Prior to the commencement of any development (including demolition works), a Construction Method Statement shall be submitted to and approved in writing by the Local Planning Authority. The approved Statement shall be complied with throughout the construction period, and shall provide details of the following: 1. Vehicle parking facilities for construction workers, other site operatives and visitors; 2. Site offices and other temporary buildings; 3. Loading and unloading of plant and materials; 4. Storage of plant and materials used during construction; 5. Vehicle wheel washing facilities; 6. Measures to control the emission of dust and dirt; 7. A scheme for recycling and/or disposing of waste materials arising from the demolition and construction works; 8. Installation and maintenance of security hoarding/fencing. Reason: In the interests of highway safety and to mitigate the impact of construction on the surrounding highway network and local residents, and in accordance with Policies T1 and EP2 of the South Oxfordshire Local Plan 2011 and Policy H3 of the Warborough and Shillingford Neighbourhood Plan.

Prior to the commencement of the development, a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydro-geological context of the development, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is occupied. The scheme shall include: · Discharge Rates · Discharge Volumes · Maintenance and management of SUDS features · Sizing of features - attenuation volume · Infiltration tests to be undertaken in accordance with BRE365 and site investigation information. · Detailed drainage layout with pipe/chamber/soakaway numbers & sizes and an exceedance plan Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to first occupation of the development hereby approved, a Travel Information Pack shall be submitted to and approved by the Local Planning Authority. The first residents of each dwelling shall be provided with a copy of the approved Travel Information Pack. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Aside from above ground demolition, no development shall take place until a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to first occupation and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Aside from above ground demolition, no development shall take place until details of boundary treatments have been submitted to and approved in writing by the Local Planning Authority. The approved boundary treatments shall be provided prior to first occupation and thereafter be maintained in accordance with the approved scheme. Reason: In the interests of the visual appearance of the development in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policies G2, D1 and CON7 of the South Oxfordshire Local Plan 2011 and Policy VC1 of the Warborough and Shillingford Neighbourhood Plan.
