The development to which this permission relates must be undertaken in conjunction with the main access works to permission P14/S2860/O and begin no later than the expiration of two years beginning with the date of this permission.
Reason: The development to which this permission relates is not required unless it is part of the main access works for permission P14/S2860/O and to comply with Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

P18/S4257/DISPrior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the implementation of the access works a maintenance schedule and a long term management plan shall be submitted to and approved in writing by the Local Planning Authority for all the tree planting and soft landscaping shown on Drawings GL0820 13A Southern Area Planting and GL0820 14 A Northern Area Planting. Trees identified to be planted on South Oxfordshire District Council's land will be maintained for a period of at least 20 years from the date of planting and the trees within the Applicant's ownership shall be maintained in perpetuity. Arrangements for the maintenance of trees within highway land shall be agreed as part of this landscape maintenance and management plan. Maintenance shall be undertaken in accordance with the schedule and management plan.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the implementation of the access works a programme for the implementation of the tree planting and soft landscaping shall be submitted for approval in writing by the Local Planning Authority. The trees within land used by Wallingford Sports Trust shall be implemented in the first available planting season following this permission. All other planting shall be implemented in the first planting season following completion of the highway works. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
The highway works shall be implemented in accordance with the approved plans and the Embankment Construction Method Statement Rev A Aug 2018 unless otherwise agreed in writing with the Local Planning Authority. Works shall be implemented in full before the first occupation of the development P14/S2860/O.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
