Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 24879 02 P, 171113 01, 24879 04 P, 24789 01 P, 24879 05 ES, 24789 03 P, 171113-07 and 171113-04 C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved, a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3, and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H12, CON5 and D1 of the South Oxfordshire Local Plan 2011.

The flintwork on the exterior of the development hereby permitted shall be constructed using traditional knapped flint, individually laid as part of the construction and lime mortar. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3, and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H12, CON5 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, including any site clearance, stripping or demolition, evidence of the receipt of a European protected species licence, or evidence of the registration of the site under the bat low impact class licence, from Natural England, specific to this development, shall be submitted to and approved in writing by the local planning authority. Reason: To protect the important species on site, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF.

The development hereby approved shall be implemented strictly in accordance with the measures stated in the "Conclusions and Recommendations" section of the supporting Bat Survey Letter Report (AA Environmental Limited, 05/09/2018, Ref: 183229/JDT). Any variations from the approved details shall be agreed in writing by the local planning authority prior to any such changes being implemented. Reason: To protect the important species on site and secure net gains for biodiversity, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Classes A, B, C, and D shall not be undertaken without obtaining planning permission for the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies H13, G2 and D1 of the South Oxfordshire Local Plan 2011.

The existing hedges and trees shown to be retained on drawing no.171113-04 rev C shall be protected whilst development operations are in progress in accordance with a scheme to be first submitted to and approved in writing by the Local Planning Authority. The agreed scheme shall be implemented prior to the commencement of development and kept in place during the entire course of development. Any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To safeguard hedges which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The first floor window in the west elevation of the development hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy D4 of the South Oxfordshire Local Plan 2011.
