The proposed development is not acceptable in that it does not accord with the growth strategy for the smaller villages in the district. Owing to its location and scale, the proposed development would urbanise the appearance of the site to the detriment of local character and visual amenities of the area and would result in future occupants relying on the use of private vehicles to access local facilities and services. The proposed development is not considered to be environmentally sustainable and would therefore result in an unsustainable form of development. As such the development fails to comply with national policy and guidance and policies CSEN1, CSS1, CSR1, CS1 and CSM1 of the South Oxfordshire Core Strategy, 2012, and saved policies G2, T1 and H4 of the South Oxfordshire Local Plan, 2011.
Insufficient drainage information has been submitted to demonstrate that a sustainable drainage strategy is achievable in conflict with Policy CSQ2 of the South Oxfordshire Core Strategy and Policy EP6 of the South Oxfordshire Local Plan 2011 and Government Guidance within the National Planning Policy Framework.
