The proposal to use the existing barn as a wedding venue would result in an increase and concentrated level of vehicle movements to the site within a narrow time frame. Given the geometry and characteristics of the carriageway in this location the increase of use would be detrimental to the safety and convenience of users of the public highway contrary to saved policies T1 and E8 of the adopted South Oxfordshire Local Plan.
