The exterior of the development hereby permitted shall only be constructed in the materials specified in the application form hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the Pre Prep School and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6m metres as measured from carriageway level. Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011. A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

No development shall commence until a scheme for the off-site highway works has been submitted to and agreed in writing by the Local Planning Authority. The submitted scheme shall include, but not be limited to - 1. a new signalised crossing of the A329 2. a footway from the new site entrance to the formalised crossing on the western side of the A329 3. a small area of hardstanding for a flag and pole on the southern carriageway side 4. Dropped kerbs with tactile surfacing at the pair of new bus stops 5. a new section of footway to the bus stop on the northern bound carriageway. as indicated on the approved plans or as otherwise agreed. The approved works shall be implemented in full before the first occupation /use of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Sustainable drainage details, should be submitted and approved prior to development commencing. The drainage works shall be carried out prior to the occupation of the building.These should include: a) Full details of a sustainable surface water drainage system based on ground permeability tests to BRE 365 and full consideration of groundwater pollution prevention measures; b) Design calculations with appropriate climate change allowance and storage areas sizing; c) Full Suds construction details and proposals based on the above; d) Detailed proposed site and floor levels; e) Exceedance flood flow routing; f) A full future management and maintenance plan for the Suds features to ensure the efficient functioning of the on-site Suds. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan 0673.1.1 rev B shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The tree protection details set out in the submitted arboricultural report (dated 05.09.2018) and shown on the tree protection plan (dated 05/-9/2018). The tree protection measures shall be installed prior to any development activity and kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011
