Remove thatch top layer consisting of combed straw and re-thatch the cottage with a 12-14 inch coat of high quality combed straw fixed with hazel spars and to ridge with a flush wrap over ridge using high quality combed straw fixed with hazel spars and ash liggers to overlap to a minimum thickness of 5 inches at the apex and to cover the roof with new protective wire netting.

Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent. Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the works hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO001 and LOC, except as controlled or modified by conditions of this consent. Reason: To secure the proper planning of the historic environment in accordance with Development Plan policies.

The roof covering shall be thatched with combed straw with flush ridge, as confirmed in the description of the proposal. Reason: To safeguard the special architectural or historic interest of the listed building in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON3 of the South Oxfordshire Local Plan 2011.
