Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P19/S2326/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 6341 LB1, 6341 LB2, 1 A, 6341 LB LO1, 6341 RLF L01, 1, 8160194 4101, 8160194 4102, SK03-P1 and SK04-P1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to above ground construction works approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

That all existing buildings marked as A, B, C, D, E and F on the site at Lobbersdown Farm as illustrated on drawing number 6341/LB/L01 shall be demolished before the new development hereby permitted commences, and any demolished material and hardstandings shall be removed from the land. Reason: To ensure satisfactory comprehensive development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Other than demolition at Lobbersdown Farm and related restoration, the development hereby permitted shall not be commenced until a scheme for foul drainage has been first submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall proceed in accordance with the approved details. The new buildings shall not be occupied until the approved scheme has been carried out. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

Other than demolition at Lobbersdown Farm and related restoration,development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme shall also include: · Discharge Rates · Discharge Volumes · Maintenance and management of SUDS features · Sizing of features - attenuation volume · Infiltration tests to be undertaken in accordance with BRE365 and site investigation information. · Detailed drainage layout with pipe/chamber/soakaway numbers & sizes and an exceedance plan Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the Rycote Lane Farm site, including the planting of live trees and shrubs, the treatment of hardstandings and the provision of boundary treatments shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of construction of the development hereby permitted. The scheme shall be implemented prior to the first occupation or use as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

External lighting shall not be provided unless it is provided in accordance with a lighting scheme that has been submitted to and approved in writing by the local planning authority prior to its installation. Any such lighting shall be directed downwards and shall be turned on only during the conditioned hours of operation and remain off at all other times. Any lighting shall be retained in accordance with the approved scheme. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

Prior to first use of the new buildings on the Rycote Lane Farm site, the existing means of access onto Rycote Lane shall be improved and laid out and constructed strictly in accordance with drawing 8160194/6101 Rev A, which shows the carriageway widening to allow for two HGVs to pass each other. Thereafter, this widened area shall be retained unobstructed for the passing of vehicles at all times. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.11.

Prior to the first use of the development on the Rycote Lane Farm site vision splays according to drawing 8160194/6101 Rev A shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6m metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of construction on the Rycote Lane Farm site, a detailed plan showing provision for 32 car parking spaces to be accommodated within the site, shall be submitted to and approved in writing by the Local Planning Authority and such parking facilities shall be laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles. Prior to occupation of the new buildings the parking spaces shall be provided in strict accordance with the approved details. Thereafter the car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of off-streetcar parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011

Prior to the first use of the Rycote Lane Farm development hereby permitted cycle parking facilities shall be provided , in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Thereafter the cycle parking facilities shall be retained for the parking of cycles associated with the development at all times. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
