There is insufficient justification for the development in terms of a demonstrated agricultural need, having particular regard to the diminished size of the agricultural unit since the granting of the previous planning permission P16/S1687/FUL for an agricultural building only on this site. The development therefore constitutes an unnecessary encroachment of development into the countryside, which is situated in the Chilterns Area of Outstanding Natural Beauty. The development comprises both a building together with an access track and hardstanding area (not previously proposed). These are sited prominently in the landscape where they are visible from public viewpoints and have a harmful impact on the countryside and the wider natural beauty and landscape quality of the Chilterns Area of Outstanding Natural Beauty. This is contrary to policies G2, G4 and A1 of the South Oxfordshire Local Plan 2011; policy CSEN1 of the South Oxfordshire Core Strategy 2027; and government guidance contained in the National Planning Policy Framework aimed protecting valued landscapes and Areas of Outstanding Natural Beauty in particular, from harmful development.
