The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P18/S3399/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SP001, PF001, PE001, LOC 001 and BLO001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P18/S3399/DIS

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved, in materials as stated on the submitted application form or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development, a full surface water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme and results of soakage tests carried out at the site to demonstrate the infiltration rate. Three tests should be carried out for each soakage pit as per BRE 365 with the lowest infiltration rate (expressed in m/s) used for design. An exceedance plan shall be submitted. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. REASON: To ensure the proper provision for surface water drainage and/ or to ensure flooding is not exacerbated in the locality, in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011, the National Planning Policy Framework and Planning Practice Guidance. Prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To ensure compliance with Policy EP9 of the South Oxfordshire Local Plan 2011.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles. Details, including a plan of the turning and parking spaces associated with this development, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Thereafter, the turning area and car parking spaces shall be retained, unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use - in accordance with Policies EP8 and EP9 of the South Oxfordshire Local Plan 2011.

The visitor let accommodation hereby approved shall be occupied solely for visitor purposes and shall not be occupied as a person's sole or main place of residence. The owners/operators shall maintain an up-to-date register of the names of all the occupiers of the accommodation, as well as the dates of their arrival and departure and their contact details. This register shall be made available at all reasonable times to the local planning authority. Reason: To avoid the establishment of a sole or main place of residence on site, to secure the proper planning of the area in accordance with Development Plan policies
