Insufficient information has been submitted with the application to establish an essential need for the siting of 16 caravans to accommodate seasonal agricultural workers in support of the existing agricultural enterprise. The development must therefore be regarded as an unnecessary encroachment of urban development that is both contrary to the openness of the Green Belt and contrary the reasons for including land in the Green Belt. The applicant has failed to demonstrate very special circumstances outweighing the harm to the Green Belt by reason of inappropriateness, and other harm resulting from the development. This is contrary to policy GB4 of the South Oxfordshire Local Plan; policy CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting the openness of the Green Belt.
