Conditions / Refusal Reasons
The proposal represents inappropriate development within the Oxford Green Belt and is also harmful to the openness of the Oxford Green Belt. The justification submitted in support of the proposal is not sufficient to represent very special circumstances that would outweigh the harm caused to the Oxford Green Belt.  Accordingly, the proposed development conflicts with the provisions of the National Planning Policy Framework (NPPF), Planning Policy for Traveller Sites (PPTS), Policy STRAT6 and H14 of the South Oxfordshire Local Plan (SOLP).

The development, by reason of the introducing significant built-form on this site with the associated hardstanding and the gates and adjacent piers, results in an overt intrusion into the existing rural character, appearance and setting of the site. As such the development is contrary to Policies H14, DES1, DES2, ENV1 of the adopted South Oxfordshire Local Plan 2035.

The application has not been supported by an appropriate contamination assessment and it has not been possible to demonstrate whether the development is, or is not, affected by any known land contamination. As such the development fails to adhere to Policies ENV11 and ENV12 of the adopted South Oxfordshire Local Plan and the National Planning Policy Framework (NPPF).
