The proposed development would not constitute an infill scheme supported in principle by Policy CH H1 of the Chinnor Neighbourhood Plan. The scheme would represent an extension of the built-up limits of the settlement and would represent an intrusive form of development that would harm the character of the site and local area. As such the proposal is contrary to Policies CH C1, and CH H1 of the Chinnor Neighbourhood Plan, Policies CSH1, CSS1, CSQ3 and CSR1 of the South Oxfordshire Core Strategy, Policies G4, C4, D1 and H4 of the South Oxfordshire Local Plan and guidance contained within the National Planning Policy Framework. There are no material considerations of sufficient weight to override this conflict with the development plan.
In the absence of sufficient information to indicate otherwise, the proposed development fails to provide safe pedestrian access to the site and fails to make adequate provision for parking because the car parking spaces fail to meet the required dimensions contrary to Oxfordshire County Council's document Transport of New Developments Parking Standards for New Residential Development, policy CSM1 of the South Oxfordshire Core Strategy and policies T1 and T2 of the South Oxfordshire Local Plan.
