Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL.1212.A, PL.1303, PL.1313, PL.1302, PL.1312, PL.1200, PL.1211.B, Arbtech.TPP.01A, PL.1201, PL.1210.B, PL.1520.A, PL.1500, PL.1510.A, PL.1511.A, PL.1301, PL.1311, PL.1300 and PL.1310, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified within the application submission, or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H13 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be implemented in accordance with the recommendations made in section 6 of the supporting Bat Survey Report and Mitigation Strategy (Windrush Ecology, August 2018, Ref: W2782_rep_Southwood, Harpsden_01-10-18). Any variation from the approved details shall be agreed in writing by the local planning authority prior to any such changes being implemented. Reason: To protect the important species on site, in accordance with Policy CSB1 of the SOCS, Policies C6 and C8 of the SOLP and paragraph 170 of the NPPF 2018.

The tree protection details as shown on the approved tree protection plan (Arbtech, TPP 01) and the Arboricultural Method Statement (Arbtech, 25th July 2018) shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011
