That the proposed development would result in an increase in the vehicle movements, including servicing vehicles, accessing and egressing the site along Pack and Prime Lane, a single width access drive with limited forward visibility and passing opportunities to the detriment of the safety and convenience of users of the public highway. Furthermore, this proposal can only increase the use of the substandard junction of Pack and Prime Lane with Gravel Hill which can only increase the risk to highway safety and to users of the Highway in the vicinity. Therefore the proposal is contrary to Policies H4, T1 and T2 of the South Oxfordshire Local Plan 2011
