Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than 24 October 2020. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL-VarCond-05 Rev A, PL.09 Rev A, PL.VarCond.03, PL.10 Rev A, PL.VarCond.04, PL.06 Rev A, PL.VarCond.01, PL.07 Rev A and PL.VarCond.02, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development hereby approved shall be constructed in external materials as approved by application P18/S0247/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3, CSR1 and CSEN1 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2, G4 and D1 of the South Oxfordshire Local Plan 2011.

The first floor windows in the south-east facing side elevations of the dwelling hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the existing means of access onto Woodlands Road shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development vision splays measuring 2.0 metres by 2.0 metres shall be provided to each side of the access and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with drawing no. PL-VarCond-05 Rev A, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.

The tree protection details as detailed within the Tree Survey Report (S Venners, June 2017) supporting application P17/S2323/FUL shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and H4 of the South Oxfordshire Local Plan 2011

No external lighting shall be installed on the north west side elevation of the dwelling approved. Any external lighting installed on the south west principle elevation or north east rear elevation shall be directed away from the adjacent woodland, hooded and faced downwards. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and policies CSB1 of the South Oxfordshire Core Strategy 2027 and G2, C8 and H4 of the South Oxfordshire Local Plan 2011.
