Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of works above ground level.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. The CTMP will include the following information:
o Details of and approval of any road closures needed during construction.
o Details of and approval of any traffic management needed during construction.
o Details of wheel cleaning/wash facilities - to prevent mud etc, in vehicle tyres/wheels, from migrating onto adjacent highway.
o Details of appropriate signing, to accord with the necessary standards/requirements, for pedestrians during construction works, including any footpath diversions.
o The erection and maintenance of security hoarding / scaffolding if required.
o Layout plan of the site that shows structures, roads, site storage, compound, pedestrian routes etc.
o A before-work commencement highway condition survey and agreement with a representative of the Highways Depot - contact 0845 310 1111. Final correspondence is required to be submitted.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to first occupation of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority. The plan shall include proposals for all travel by modes other than the private car for journeys to and from site.
Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
No development shall commence until a scheme for the off-site highway works has been submitted to and agreed in writing by the Local Planning Authority. The submitted scheme shall include, but not be limited to:

(d) informal crossing on the site access road as indicated on the approved plans or as otherwise agreed.
The approved works shall be implemented in full before the first occupation/use of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority. Reason:
In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Development must not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted and approved. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. This scheme should include but not necessarily be limited to:
· Discharge Rates
· Discharge Volumes
· Maintenance and management of SUDS features
· Sizing, position and construction of features and results of soakage tests to demonstrate infiltration rate
· three tests to be carried out for each soakage pit in accordance with BRE 365 with the lowest infiltration rate (expressed in m/s) used for design.
· An exceedance plan
· Detailed drainage layout with pipe numbers
· SUDS (FRA features to be carried forward into the detailed drainage strategy)
· Network drainage calculations
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
Development shall not commence until a foul drainage strategy detailing any on and/or off site drainage works, has been submitted to and approved by, the local planning authority in consultation with the sewerage undertaker. No discharge of foul or surface water from the site shall be accepted into the public system until the drainage works referred to in the strategy have been completed. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this.
Reason - The development may lead to sewage flooding; to ensure that sufficient capacity is made available to cope with the new development; and in order to avoid adverse environmental impact upon the community in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall not be occupied until a minimum of 2 EV charging points is installed at the development site. All gas-fired boilers provided on site must meet a minimum standard of <40 mg/kWh.
Reason: To ensure satisfactory standards of air quality for the residents of the development and surrounding residential properties in accordance with policies G2 and EP1 of the a South Oxfordshire Local Plan 2
Prior to first occupation of the development hereby permitted all mitigation methods proposed in the noise report by Paragon Acoustics on 18/04/2018 (namely Section 7.1) shall be adhered to.
Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of the development a phased risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice. Each phase shall be submitted to and approved in writing by the Local Planning Authority.
Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified to inform the remediation strategy.
Phase 3 requires that a remediation strategy be submitted to and approved by the LPA to ensure the site will be rendered suitable for its proposed use.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
The development hereby approved shall be implemented in accordance with the recommendations made in section 6.3.1 of the supporting Preliminary Ecological Appraisal (Windrush Ecology Ltd, 19/04/2018, Ref: W2669_rep_Broadway, Didcot_19-04-18).
Reason: To secure a net-gain for biodiversity on the site, in accordance with Policy C6 of the SOLP, Policy CSB1 of the SOCS and paragraph 109 of the NPPF.
Prior to the commencement of the development hereby permitted, details of a boundary fence of at least 1.8m high to be erected adjacent to Network Rail's boundary, shall be submitted to and approved in writing by the Local Planning Authority. Details shall include provision for its future maintenance. The fence shall be erected prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme.
Reason: In the interests of public safety to accord with Policy T1 of the SOLP.
